This is formal government confirmation that the Department of Health and Social Care (DHSC) and its arm's-length bodies (ALBs) can continue to authorise and spend money on urgent COVID-19 issues, even if this would mean that spending exceeds departmental expenditure limits authorised by parliament through the estimates process.
